The Talisman is on Washington’s own sanctions list. In October it called at Primorsk, Russia, left lower in the water, and now broadcasts “Atlantic coast” as its destination, with arrival due on 9 November. A US Treasury licence issued on 9 October allows Russian diesel into the United States, and it does not say which ships may carry it.
